DigiGov Expo 2026: Why People Remain the Key to Successful Transformation
By Nicola Cox, Client Partnership Director, following DigiGov Expo 2026
Looking Beyond the Technology
On 23rd-24th September, I spent two days at DigiGov Expo 2026, surrounded by public sector leaders from across government and digital defence, all working towards a common goal: making digital transformation deliver meaningful outcomes for the people and communities they serve.
While emerging technologies dominated the agenda, my biggest takeaway wasn't a new product or keynote. It was the honesty of the conversations. Hearing how organisations are tackling shared challenges, from technology adoption to delivering sustainable change, was both energising and insightful. There was a clear willingness to learn from one another, alongside a refreshing openness about what has and hasn't worked.
A shared challenge became clear throughout the discussions: organisations are moving beyond asking what technology to invest in and focusing more on how to embed it successfully. Whether discussing AI, cyber resilience or wider transformation programmes, leaders shared a similar challenge: ensuring their workforce has the skills, confidence and capability to turn investment into meaningful outcomes.
Across every conversation, one message stood out: technology alone doesn't transform an organisation. Successful transformation depends on people. It requires the right skills, behaviours and support to turn ambition into lasting impact.
Building Capability for Lasting Impact
That message resonated strongly because it sits at the heart of what we do at Grayce. Too often, organisations are encouraged towards short-term solutions that address immediate challenges without building a sustainable foundation for the future. The greatest opportunity lies in developing long-term capability.
This reflects many of the conversations we're having with clients today. Whether organisations are looking to scale AI initiatives, strengthen cyber resilience or deliver complex transformation programmes, the challenge is rarely the technology itself. More often, it's having the right skills, governance and change capability in place to realise long-term value.
As organisations continue to modernise, building awareness, accountability and capability across teams is becoming just as important as investing in the tools that support transformation.
Key Takeaways
- Successful transformation is driven by people, not technology alone.
- Organisations are increasingly focused on moving beyond pilots to sustainable implementation.
- Cyber resilience relies on culture and capability as much as technology.
- Collaboration and shared learning continue to accelerate progress across the public sector.
- Long-term success comes from investing in future-ready talent and organisational capability.
Turning Insight into Action
I left DigiGov Expo with a renewed appreciation for the progress being made across the public sector. The conversations reinforced that transformation is not a destination but an ongoing journey. Technology may enable change, but capability is what sustains it.
At Grayce, we help organisations bridge the gap between strategy and delivery by developing the talent, skills and capacity needed to create lasting transformation outcomes. If your organisation is looking to accelerate digital transformation, strengthen delivery capability or build a future-ready workforce, we'd welcome the opportunity to continue the conversation.
The conversations at DigiGov Expo reinforced a theme we see time and time again: successful transformation isn't just about technology. It's about having the right people, skills and capability in place to make change stick. If you'd like to explore these topics further, here are some related insights from Grayce:
